Topic: Defining legal standards for global intervention and peacekeeping missions, including, but not limited to those approved by the UN.

The General Assembly,

Expressing the dire urgency of setting clear, definite and comprehensive international legal criteria for global intervention and peacekeeping missions,

Considering the problems faced by many countries due to lack of legal standards for global intervention and peacekeeping which has lead to many countries using unnecessary military force which has arguably caused more damage than good in the past,

Recognizing the importance of achieving international agreement on the matter of setting rules regarding international intervention and peacekeeping, Concerning about the lack of solutions for the problems and issues, including damages, casualties to civilians and legal immunity to those who use excessive force,

Reaffirming the commitment to the Purposes and Principles of the Charter of the United Nations as entrenched in Article 1 including the right of States to maintain sovereignty, political independence and territorial integrity,

Reaffirming non-interference, as expressed in Article 2 of the United Nations Charter (highlighting points 3 and 4) as something to consider when making new laws regarding international intervention and peacekeeping {3. All Members shall settle their international disputes by peaceful means in such a manner that international peace and security, and justice, are not endangered. 4. All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.}

1. Urges the international community to support the further development of prevention means and provide a larger input into conflict prevention and mediation, by improving measures such as but not limited to fact-finding missions and diplomatic resolutions;

2. Affirms the necessity of a timely flow of accurate, reliable and relevant information about the provocation, preparation or perpetration of the four core crimes (war crimes, genocide, crimes against humanity and crimes of aggression);

3. Suggests this flow of information can be achieved by:

a. Promoting increased consultation and harmonization with regional and international bodies; b. Ensuring the Office of the Secretary-General better access to information;

4. Calls upon United Nation organisations and regional organisations to consolidate and propagate information to support Nations organisations and humanitarian ambassadors in their efforts to establish peace and stability both regionally and internationally, and to overcome unforeseen difficulties in the process of intervention;

5. Suggests that the Military Staff Committee be reconsidered one of the key organs in the assessment of crisis situations so that the UN may maintain international peace and security better;

6. Encourages the use of incentives to governments to aid them in public institutions, to develop their ability to comply with a state's responsibility to protect their civilian population;

7. Accepts the following means be applied pre-intervention:

a. The United Nations General Assembly may alert the Security Council to have an urgent meeting that may discuss potential intervention, when there are ongoing or a potential for mass atrocities in a state; b. The General Assembly may appoint an impromptu commission that will collect evidence of mass atrocities, and this commission will present this as a report. If the commission fails to present any concrete evidence, the intervention should not be continued; c. In the unfortunate case where evidence is present, the UN Secretary General will invite the conflicting parties to voice the reasons behind the conflict and attempt to resolve it diplomatically d. This diplomatic negotiation will be mediated by representatives appointed by the UN Secretary General; e. The result of the negotiation must be respected and implemented by both parties f. All diplomatic actions should be taken before resorting to intervention, and any intervention (especially military) must be taken as a last resort

8. Resolves that following the United Nations Charter Article 33, all disputes should be attempted to be resolved by negotiation and judicial settlement or other peaceful means of the parties choice

9. Encourages third party States to facilitate dialogue as mediators, to achieve peaceful settlements of conflicts;
