Regulations have general application throughout the EU. They are binding and are directly applicable to all member states and so the regulation automatically becomes part of the state`s law and does not need to be implemented.

Directives only apply to member states to whom they are addressed and are binding only on those states. The method of implementation is up to the member state but they do not automatically become part of the state`s law
